Policy Advisor

Genevieve “Gennie” Duncan serves as a policy advisor for the Economic Development Administration in the Department of Commerce. In this role, she supports implementation of EDA’s signature national programs authorized by the American Rescue Plan Act (the Build Back Better Regional Challenge and Good Jobs Challenge) and the CHIPS & Science Act (Tech Hubs and Recompete).

Gennie has been in the Biden-Harris Administration since June 2021, having spent her first two years at the General Services Administration (GSA). There, she initially provided direct operational and strategic support to the GSA Administrator. Later, she was in the Office of Congressional and Intergovernmental Affairs, where she advocated for the agency’s broad technology portfolio. Prior to her time in government, Gennie spent several years in major donor fundraising. She served in key fundraising roles on a number of national and gubernatorial campaigns, including  Biden for President and the Presidential Inaugural Committee.

A native of Virginia Beach, Gennie is proud to be a product of a family and community with a strong commitment to military and government service. She is a graduate of the College of William & Mary.
