EDA announced three investments from March 17-23, 2023, totaling $1,660,000, which is matched by $1,540,000 in local investments. These investments include the following: (1) $200,000 in one Economic Adjustment Assistance project to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base; (2) $1,250,000 in one Public Works project to help communities revitalize, expand, and upgrade their physical infrastructure that will help create 400 jobs and leverage $40,000,000 in private investment; and (3) $210,000 in one Partnership Planning project to support the development and implementation of the Comprehensive Economic Development Strategy process.

  • $200,000 in one Economic Adjustment Assistance project, matched by $200,000 in local investment, as follows:
    • $200,000, matched by $200,000 in local investment, to the Texoma Council of Governments, Sherman/Grayson County, Texas, to support the development of a regional business retention and expansion plan to build regional economic resiliency and capacity in counties, communities and businesses located in Cooke, Fannin and Grayson Counties, Texas and Bryan, Love and Marshall Counties, Oklahoma. Through implementation of the Texoma Business Disaster Mitigation Plan (BDMP), the project will target, prepare and incentivize industries and clusters that align with the planned approach to resiliency and sustainability. Once completed, the plan will help prepare businesses to remain resilient through any disaster and provide a pipeline of skilled workers to enhance the advancement of economic resiliency throughout the region
  • $1,250,000 in one Public Works project, matched by $1,250,000 in local investment, as follows:
    • $1,250,000, matched by $1,250,000 in local investment, to the City of Greenville, Greenville/Hunt County, Texas, to support the construction of roadway improvements needed to expand the region’s critical aerospace sector in Hunt, Delta, Hopkins and Lamar Counties, Texas. The project will construct a new roadway alignment for the existing Majors Road at Greenville Municipal Airport – Majors Field – to attract new businesses and help existing businesses expand their operations. Once completed, the project will bolster job creation, increase economic opportunities for the community, and recruit new industries into the area, which will advance economic resiliency throughout the region and spur private investment. The grantee estimates that this investment will help create 400 jobs and leverage $40,000,000 in private investment.
  • $210,000 in one Partnership Planning project, matched by $90,000 in local investment, to the Great Northern Development Inc., Wolf Point/Roosevelt County, Montana, to support the development and implementation of a comprehensive economic development strategy (CEDS). The CEDS process is designed to bring together the public and private sectors in the creation of an economic development roadmap to diversify and strengthen the regional economy.

EDA announced one investment from March 10-16, 2023, for $308,726, which is matched by $77,834 in local investment.  This Economic Adjustment Assistance project will help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base as follows:

  • $308,726 in one Economic Adjustment Assistance project, matched by $77,834 in local investment, to the City of Hamtramck, Hamtramck/Wayne County, Michigan, to support the hiring of a consultant who will use local data to develop and create a robust and actionable economic development strategic plan for Hamtramck.  The plan will support new and existing businesses in the downtown corridor as well as areas all over the city.  Once completed, the project will result in the region having a resource to prepare for response to and recovery from future disasters, which will boost employment opportunities in the area and help attract private investment to diversify the local economy.

EDA announced three investments from March 3-9, 2023, totaling $2,420,000, which is matched by $2,300,000 in local investments.  These investments include the following: (1) $2,000,000 in one Economic Adjustment Assistance project to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base that will help create 253 jobs; and (2) $420,000 in two Partnership Planning projects to support the development and implementation of the Comprehensive Economic Development Strategy process.

  • $2,000,000 in one Economic Adjustment Assistance project, matched by $2,000,000 in local investment, as follows:
    • $2,000,000, matched by $2,000,000 in local investment, to the Mid-State Technical College, Wisconsin Rapids, Wisconsin, to support the development of the Colleges’s Advanced Manufacturing, Emerging Technology, and Apprenticeship Center. This will provide a training investement which is designed to sustain and grow multiple Wisconsin’s industries, including manufacturing and transportation, agriculture and food production, and forest products and paper. Also, the Center’s equipment is expected to help create new jobs in high-skill manufacturing jobs. Once completed, the project will help strengthen and diversify the regional economy, which will attract private investment, create jobs, and serve as a catalyst for regional economic growth.  The grantee estimates that this investment will help create 253 jobs.
  • $420,000 in two Partnership Planning projects, matched by $300,000 in local investments, to support the development and implementation of a comprehensive economic development strategy (CEDS).  The CEDS process is designed to bring together the public and private sectors in the creation of an economic development roadmap to diversify and strengthen the regional economy.

EDA announced three investments from February 24-March 2, 2023, totaling $413,460, which is matched by $282,912 in local investments.  These investments include the following: (1) $203,460 in two Economic Adjustment Assistance projects to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base; and (2) $210,000 in one Partnership Planning project to support the development and implementation of the Comprehensive Economic Development Strategy process.

  • $203,460 in two Economic Adjustment Assistance projects, matched by $72,912 in local investments, as follows:
    • $123,460, matched by $52,912 in local investment, to the Greater Waukegan Development Coalition, Waukegan/Lake County, Illinois, to support the Greater Waukegan Development Coalition with conducting a planning process that will result in an updated business plan for their existing incubator in Waukegan, Illinois.  The project will assist the Coalition with creating a small business advisory committee, researching the potential market for small business services, and program design that will lead to the creation of new businesses and jobs throughout the region.  Once implemented, the project will help increase the region’s capacity to grow new businesses that will attract private investment and strengthen the regional economy.
    • $80,000 in 2018 Disaster Supplemental funding, matched by $20,000 in local investment, to the Meramec Regional Planning Commission, Saint James/Phelps County, Missouri, to support the establishment of an advisory committee to complete a feasibility study in Pulaski County, Missouri for a sports complex.  The project will provide the foundation necessary to determine the viability of a large sports complex in the region and provide an opportunity for the region to diversify its tourism base.  Expansion of the tourism base will allow the community to have a more resilient economy in the face of frequent disasters.  In addition, the project will strengthen the regional economy and support economic growth throughout the region.

These investments include the following: (1) $3,986,987 in three Economic Adjustment Assistance projects to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base that will help create 530 jobs, save 106 jobs, and leverage $617,500,000 in private investments; (2) $2,108,478 in two Public Works projects to help communities revitalize, expand, and upgrade their physical infrastructure that will help create 556 jobs, save 31 jobs, and leverage $32,075,000 in private investments; and (3) $1,890,000 in nine Partnership Planning projects to support the development and implementation of the Comprehensive Economic Development Strategy process.

  • $3,986,987 in three Economic Adjustment Assistance projects, matched by $997,872 in local investments, as follows:
    • $2,288,000 in Assistance to Coal Communities, matched by $572,000 in local investment, to the Preston County Public Service District #4, Bruceton Mills/Preston County, West Virginia, to support the Preston County Public Service District #4 with increasing its water supply in the northern area of Preston County to help with recovery efforts from a local coal plant closure in West Virginia. The project will serve the Federal Correctional Complex, Northpointe Business and Industry Park, and several major manufacturers including Allegheny Wood Products, Interstate Hardwoods, Grant County Mulch, Pioneer Conveyor, Spirit Energy, Carpenter Technology, and Prodigi. Once completed, the project will save and create jobs, increase economic resiliency, and spur private investment to an area that has been impacted by the decline in the coal industry. The grantee estimates that this investment will help create 60 jobs, save 86 jobs, and leverage $615,000,000 in private investment.
    • $1,150,987 in Assistance to Coal Communities, matched by $288,872 in local investment, to the BridgeValley Community and Technical College, South Charleston/Kanawha County, West Virginia, to support the establishment of the green technology job training program to serve a new electric vehicle manufacturer in South Charleston. The project will provide the supplies, equipment, salaries, consulting services, and travel to establish the industry driven training program. Once completed, the project will help create jobs, advance economic resiliency, and attract private investment to an area that has been impacted by the decline in the coal industry. The grantee estimates that this investment will help create 450 jobs and leverage $2,500,000 in private investment.
    • $548,000 in Assistance to Coal Communities, matched by $137,000 in local investment, to the Southern Appalachian Labor School, Kincaid/Fayette County, Wyoming, to support the implementation of the Coalfields Workforce Construction Training program, to provide workforce training in a region hit hardest by the downturn in the coal industry and the COVID-19 pandemic. The project will help the region prepare for upward mobility and provide new certifications for those who have been displaced from the workforce or are positioned for re-entry into specialty trade fields such as plumbing, electrician, or HVAC technician. Once completed, the project will create and retain jobs, boost economic development, diversify the local economy, and advance economic resiliency throughout the region. The grantee estimates that this investment will help create 20 jobs and save 20 jobs.
  • $2,108,478 in two Public Works projects, matched by $2,160,547 in local investments, as follows:
    • $1,149,518, matched by $1,919,507 in local investment, to the City of North Wildwood, Wildwood/Cape May County, New Jersey, to support the replacement of approximately 500 feet of the city’s deteriorated and unsafe boardwalk from 16th to 18th Avenue in Cape May County. The project includes boardwalk replacement, electrical improvements, lighting fixtures, ADA compliant access ramps and stairs, ADA compliant walkways and beach access, aluminum railings and safety improvements. In addition, the project will create a stable right-of-way capable of supporting emergency vehicles, which will provide a level of public safety. Once completed, the project will bolster job creation, spur private investment, and advance economic resiliency throughout the region. The grantee estimates that this investment will help create 520 jobs and leverage $11,075,000 in private investment.
    • $958,960, matched by $241,040 in local investment, to Henry County/Henry County Public Service Authority, Martinsville/Henry County, Virginia, to fund the construction of a pump station, sewer line, and other improvements to increase water and sewer system capacity and support the expansion of a local lumber manufacturer in Henry County, Virginia. The project will make public sewer service available to approximately 14 potential new commercial customers while expanding opportunities for business creation in the area. Once completed, the project will create and save jobs, spur private investment, and advance economic resiliency throughout the region. The grantees estimate that this investment will help create 36 jobs, save 31 jobs, and leverage $21,000,000 in private investment.

    • $1,500,000 in Assistance to Coal Communities, matched by $400,000 in local investment, to the First Utility District o Hawkins County, Church Hill/Hawkins County, Tennessee, to support the installation of a transmission line along Burlington Road and down the 11W corridor to upgrade the existing water system in Hawkins County. The project will provide a local business with the necessary water to increase business and will ensure the county have the essential infrastructure for future growth in the area. Once completed, the project will increase job creation, bolster economic growth and resiliency, and spur private investment to an area that has been impacted by the decline in the coal industry. The grantee estimates that this investment will help create 75 jobs and leverage $35,000,000 in private investment.
    • $794,472 in Assistance to Coal Communities, matched by $198,618 in local investment, to the Georgia Southern University Research and Service Foundation, Inc., Statesboro/Bulloch County, Georgia, to support the implementation of the Georgia Enterprise Network for Innovation and Entrepreneurship project, to install standardized, interactive conference and virtual receptionist equipment at 27 locations throughout the state of Georgia. The project will allow each location to connect to the economic development ecosystem centered at Georgia Southern University and the local EDA University Center. Once completed, the project will connect existing programs offered by Georgia Southern University and its partners for entrepreneurs and businesses with chambers of commerce, and municipalities, which will help bolster economic growth and resiliency to an area that has been impacted by the decline in the coal industry.
    • $291,377, matched by $75,290 in local investment, to the Men and Women United for Youth MDC, Inc., Delco/Columbus County, North Carolina, to support the development of a two-year technical assistance project to support connection of workforce and economic assets to better provide economic opportunities to residents of Bladen and Columbus, North Carolina. The project work will support existing programs at the Men and Women United for Youth and Families Resilience Hub and provide support to make programs more robust and accessible to the vulnerable communities of this region, as well as help address the needs and resources in the community that will lead to greater access to job opportunities for individuals and a trainable workforce for employers. Once completed, the project will help strengthen and diversify the regional economy, which will attract private investment, create jobs, and support secondary business development throughout the region.
  • $1,500,000 in one Public Works project, matched by $7,648,000 in local investment, as follows:
    • $1,500,000, matched by $7,648,000 in local investment, to the City of Eden, Eden/ Rockingham County, North Carolina, to support the evaluation, upgrade, and renovation of the northern aeration basin at the Eden sewer treatment facility in Rockingham County. The project will help benefit the expansion of the Nestle Purina facility and provide needed capacity to support infrastructure that will accommodate job growth in the area. Once completed, the project will bolster job creation, spur private investment, and advance economic resiliency throughout the region. The grantee estimates that this investment will help create 180 jobs and leverage $270,000,000 in private investment.
