The Gulf Louisiana Offshore Wind (GLOW) Propeller, led by Louisiana State University, aims to transition Louisiana's energy economy from its legacy of oil and gas to offshore wind and renewable energy. This Tech Hub will leverage Louisiana’s energy infrastructure; port and shipbuilding network; and local workforce to establish a domestic offshore wind supply chain and generate thousands of jobs. Additionally, the GLOW Propeller Tech Hub plans to expand offshore wind sites by developing world-class knowledge, technological expertise, and demonstration projects that contend with geographic challenges endemic to the region.
The GLOW Propeller Tech Hub seeks to become a global destination for prototyping, demonstrating, and manufacturing the next generation of offshore energy technologies by leveraging Louisiana’s leadership in offshore energy production, specialized infrastructure, and robust energy research, as well as developing an ecosystem to accelerate the commercialization of technology and supply chain solutions for wind energy.
This consortium’s proposal includes plans to:
- Position the GLOW Offshore Propeller Testbed to offer cutting-edge digital prototyping solutions to develop the next generation of offshore energy technologies, specifically focusing on offshore wind;
- Accelerate the development of offshore energy technologies by offering comprehensive commercialization programs and project support for offshore energy entrepreneurship;
- Cultivate the next generation of offshore renewable energy professionals to fill significant workforce gaps through programs dedicated to helping individuals from under-represented populations begin careers in engineering and technology and operate a wraparound services fund;
- Facilitate alignment of research objectives with industry in a holistic and inclusive way through the implementation of commercialization and startup support activities; and
- Implement sustainability measures that extend operations beyond the award period and ensure compliance across its security measures to protect IP and physical infrastructure as well as prevent cybersecurity threats.
To ensure that the impacts of the Tech Hub projects benefit the entire region, the consortium is committed to including a diversity, equity, inclusion, and accessibility board, which will ensure that equity and accessibility concerns are comprehensively and effectively considered across the hub.
