EDA announced 14 investments from April 28-May 4, 2023, totaling $10,475,265, which is matched by $4,611,311 in local investments.  These investments include the following: (1) $4,630,265 in four Economic Adjustment Assistance projects to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base, which includes one project for $3,526,192 that will help create 15 jobs and leverage $8,000,000 in private investments; (2) $4,275,000 in two Public Works projects to help communities revitalize, expand, and upgrade their physical infrastructure that will help create 1,406 jobs and leverage $397,000,000 in private investments; (3) $70,000 in one Local Technical Assistance project to strengthen the capacity of local or state organizations and institutions to undertake and promote effective economic development programs; and (4) $1,500,000 in seven Partnership Planning projects to support the development and implementation of the Comprehensive Economic Development Strategy process.

  • $4,630,265 in four Economic Adjustment Assistance projects, matched by $1,485,621 in local investments, as follows:
    • $3,526,192 in Assistance to Coal Communities, matched by $881,548 in local investment, to Georgetown County, Georgetown/Georgetown County, South Carolina, to support construction of infrastructure improvements to support business growth and job creation in Georgetown.  The project will provide site upgrades at Georgetown County Airport necessary for the development of two commercial hangars, including updated water and sewer lines and a new taxiway, as well as engineering design services.  Once completed, the project will support and promote economic growth, bolster job creation, and strengthen the regional economy in an area that has been impacted by the decline in the coal industry.  The grantee estimates that this investment will help create 15 jobs and leverage $8,000,000 in private investment.
    • $500,000 in 2018 Disaster Supplemental funds, with no local match, to the Alabama Tombigbee Regional Commission, Camden/Wilcox County, Alabama, to support the Alabama Tombigbee Regional Commission and the City of Selma and Dallas County with developing guidance and a comprehensive, long-range strategy designed to promote economic recovery and increase regional resiliency in the region and areas directly impacted by recent tornadoes.  The project will help create an environment that will promote job growth and lead to attracting private investment.  Once completed, the project will lay the groundwork for long-term economic vitality and advance economic resiliency throughout the region.
    • $470,000, matched by $470,000 in local investment, to the Old Colony Planning Council, Brockton/Plymouth County, Massachusetts, to support the development of a Regional Water Plan that will assist the region with removing the economic development impediment of limited and unsustainable water supplies in Brockton, Massachusetts.  The project will help improve equity across the region by ensuring affordability and ecological health.  Once completed, the project will strengthen the region’s competitive economic resilience and develop a sustainable water resource supply plan for long term future regional development.
    • $134,000, matched by $134,073 in local investment, to the Montachusett Regional Planning Commission, Leominster/Worcester County, Massachusetts, to support conducting a current and comprehensive study of the region’s existing and developed industrial areas for future industry attraction in Leominster.  The project will allow for the identification of new and potential industrial sites available that will guide the region on future development of industrial locations to attract new business and industries and spur new job creation throughout the region.  Once completed, the project will help generate opportunities for high-wage jobs in the area, which will create a more diverse and resilient regional economy.
  • $4,275,000 in two Public Works projects, matched by $1,552,690 in local investments, as follows:
    • $3,000,000, matched by $952,690 in local investment, to Pulaski County, Little Rock/Pulaski County, Arkansas, to support the extension of rail service to support manufacturing business growth at the Port of Little Rock in Arkansas.  The relocation of the existing Thibault Road will help serve future manufacturing companies in the area.  Once completed, the project will bolster job creation, attract private investment, and strengthen the regional economy.  The grantee estimates that this investment will help create 542 jobs and leverage $397,000,000 in private investment.
    • $1,275,000, matched by $600,000 in local investment, to Shorter College, Inc., North Little Rock/Pulaski County, Arkansas, to support the renovation of Rock Island Argenta Depot in North Little Rock.  The development of the Entrepreneurial Technology Center will help prepare students for in-demand jobs and provide workforce development training certifications for students throughout the region.  Once completed, the project allows for the expansion of business operations, which will help bolster higher paying jobs and attract private investment in the area.  The grantee estimates that this investment will help create 864 jobs.
  • $70,000 in one Local Technical Assistance project, matched by $73,000 in local investment, to Humboldt County, Eureka/Humboldt County, California, to support the update and continued implementation of a comprehensive economic development strategy (CEDS) in the County of Humboldt.  The CEDS process is designed to bring together the public and private sectors in the creation of an economic development roadmap to diversify and strengthen the regional economy.
