- EDA announced 88 investments from August 3-7, 2020, totaling $125,387,899, which is matched by $3,588,059 in local investments. These investments include the following: (1) $10,751,340 in five Economic Adjustment Assistance projects to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base, which includes four investments for $10,106,540 that will help create 480 jobs, save 2,023 jobs, and leverage $69,400,000 in private investments; and (2) $114,636,559 in 83 Economic Adjustment Assistance-COVID-19 Recovery and Resiliency Projects to help alleviate sudden and severe economic dislocation caused by the coronavirus pandemic.
- $10,751,340 in five Economic Adjustment Assistance projects, matched by $3,588,059 in local investments, as follows:
- $5,164,240 in 2019 Disaster Supplemental funding, matched by $1,291,060 in local investment, to the Huntington Stormwater Utility, Huntington/Cabell County, West Virginia, to support the Huntington Stormwater Utility with stabilizing the Ohio River floodwall, which is critical to safeguarding infrastructure and water service in Cabell County, West Virginia, an area hit hard by flooding in February 2018. The project will repair structural damage to the existing floodwall and fund a feasibility and design study for further stabilization of sewer and storm drain rerouting in the area. Once completed, the project will promote community resilience and mitigate the effects of future natural disasters in a designated Opportunity Zone, which will help strengthen the regional economy. The grantee estimates that this investment will help save 750 jobs.
- $1,994,700 in Assistance to Coal Communities, matched by $498,799 in local investment, to the Benedum Airport Authority, Bridgeport/Harrison County, West Virginia, to support the Benedum Airport Authority with renovations of airport facilities to fill the critical need for increased capacity for maintenance, repair, and overhaul aerospace work in Harrison County, West Virginia. The project will include hangar and fire alarm systems renovations, which will benefit several nearby designated Opportunity Zones. Once completed, the project will help diversify an economy impacted by the decline of the coal industry, foster a globally competitive aerospace sector, support manufacturing, promote export development, and strengthen the regional economy. The grantee estimates that this investment will help create 150 jobs, save 400 jobs, and leverage $35,000,000 in private investment.
- $1,747,600 in Assistance to Coal Communities, matched by $437,000 in local investment, to the Coalfield Development Corporation, Wayne/Wayne County, West Virginia, to support the Coalfield Development Corporation with the rehabilitation of the Nenni building, to fill the critical need for expanded workforce development in Wayne County, West Virginia, an area hit hard by the decline of the coal industry. The project will stabilize and build-out the historic building to create a business and development center to provide re-training and education to underemployed and unemployed people, and to lead job placement efforts. Once completed, the project will promote business resiliency, diversify the local economy, benefit a nearby designated Opportunity Zone, and spur economic growth throughout the region. The grantee estimates that this investment will help create 110 jobs, save 90 jobs, and leverage $6,000,000 in private investment.
- $1,200,000 in Assistance to Coal Communities, matched by $1,200,000 in local investment, to the Putnam Public Service District, Scott Depot/Putnam County, West Virginia, to support the Putnam Public Service District with water infrastructure upgrades to support commercial and industrial businesses in Putnam County, West Virginia. The project will fill the critical need for increased water capacity by constructing a new filter building and installing a new filter, piping, valves, controls, electrical service and appurtenances, which will promote resiliency in an community hit hard by the decline of the coal industry. Once completed, this project will supply water to new and existing businesses, help create and retain jobs, and strengthen economic growth throughout the region. The grantee estimates that this investment will help create 220 jobs, save 783 jobs, and leverage $28,400,000 in private investment.
- $644,800 in 2019 Disaster Supplemental funding, matched by $161,200 in local investment, to the City of Montrose and Montrose Township, Montrose/McCook County, South Dakota, to fund wastewater infrastructure improvements for the city of Montrose in McCook County, South Dakota. The project consists of improvements to the Montrose’s lift station and sanitary sewer collection system and will provide roadway access to the wastewater treatment ponds and the bank stabilization along the East Fork Vermillion River. Once completed, the project will support long term recovery efforts by mitigating the effects of future flooding events, promote resiliency, and strengthen the regional economy.
