EDA announced nine investments from June 1-7, 2023, totaling $3,414,978, which is matched by $3,347,968 in local investments. These investments include the following: (1) $933,600 in four Economic Adjustment Assistance projects to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base; (2) $1,741,378 in one Public Works project to help communities revitalize, expand, and upgrade their physical infrastructure that will help create 1,782 jobs; (3) $150,000 in one Local Technical Assistance project to strengthen the capacity of local or state organizations and institutions to undertake and promote effective economic development programs; (4) $125,000 in one Technical Assistance University Center project to make the varied and vast resources of universities available to the economic development practitioner community; and (5) $465,000 in two Partnership Planning projects to support the development and implementation of the Comprehensive Economic Development Strategy process.

• $933,600 in four Economic Adjustment Assistance projects, matched by $108,400 in local investments, as follows:
  • $433,600, matched by $108,400 in local investment, to Lake County, Baldwin/Lake County, Michigan, to support the development of the Lake County Economic Diversification Initiative, which includes an economic development strategy for the County and the hiring of an economic recovery coordinator to assist with the oversite and implementation of the strategy.  The plan implementation will launch recovery efforts to help build economic development capacity in Baldwin.  Once completed, the project will provide a foundation for boosting job creation, promoting entrepreneurship and business development, and advancing economic resiliency throughout the region.
  • $250,000 in 2019 Disaster Supplemental funds ($0 match) to the South Delta Planning and Development District, Inc., Greenville/Washington County, Mississippi, to support the hiring of a Disaster Recovery Capacity Support Coordinator to support long-term economic recovery and resiliency activities relating to impacts from severe storms in Greenville.  The project will provide assistance to city and county governments to assist with the rebuilding of communities throughout the region.  Once completed, the project will help build a reliable access to vital resources to support regional resiliency after future natural disasters and provide long-term sustainable economic growth.
  • $200,000 in 2019 Disaster Supplemental funds ($0 match) to the Three Rivers Planning and Development District, Pontotoc/Pontotoc County, Mississippi, to support the hiring of a Disaster Support Coordinator to support long-term economic recovery and resiliency activities relating to impacts from Hurricane Ida and more recent tornado impacts in Pontotoc.  The coordinator will work with the city and county to develop short-term guidance and a comprehensive, long-range planning process designed to increase regional resiliency and promote intergovernmental communication in the impact area.  Once completed, the project will help mitigate the effects of natural disasters and stimulate economic growth throughout the region.
  • $50,000 in 2019 Disaster Supplemental funds ($0 match) to the North Central Planning and Development District, Inc., Winona/Montgomery County, Mississippi, to boost the disaster recovery capacity in Winona.  The project work includes hiring a coordinator to support economic recovery and resilience activities relating to impacts of the March 2023 tornado that exacerbated the ongoing impacts of prior disasters including severe storms, straight-line winds, tornadoes, and flooding.  Once completed, the project will promote resiliency, mitigate the effects of natural disasters, and strengthen the regional economy.
• $1,741,378 in one Public Works project, matched by $2,612,068 in local investment, as follows:
  • $1,741,378, matched by $2,612,068 in local investment, to Guilford Technical Community College/Guilford Technical Community College Board of Trustees/Guilford County, Jamestown/Guilford County (Project: Greensboro/Guilford County), North Carolina, to support the construction of a truck driver training facility on the college’s East Greensboro campus in Guilford County.  The project will provide an asphalt training pad, parking lot and other infrastructure upgrades to expand Guilford Technical Community College’s capacity to provide truck driver workforce training.  Once completed, the project will help encourage economic growth, create jobs, and diversify the local economy.  The grantees estimate that this investment will help create 1,782 jobs.
• $150,000 in one Local Technical Assistance project, matched by $37,500 in local investment, as follows:
  • $150,000, matched by $37,500 in local investment, to Jackson County, Scottsboro/Jackson County, Alabama, to support the development of a county-wide economic resiliency plan to analyze infrastructure, housing, workforce, tourism and how the county can use assets and opportunities to diversify its economy.  This Comprehensive Economic Resilience Plan will help Jackson County re-establish a vision for itself and identify an avenue to pursue future growth, economic opportunity, and workforce development in Alabama.  Once implemented, the plan will help enhance future economic sustainability, strengthen the regional economy, and bolster economic resiliency throughout the region.
• $125,000 in one Technical Assistance University Center project, matched by $125,000 in local investment, to Boise State University, Boise/Ada County, Idaho, to support the second year of a five-year University Center program.
• $465,000 in two Partnership Planning projects, matched by $465,000 in local investments, to support the development and implementation of a comprehensive economic development strategy (CEDS).  The CEDS process is designed to bring together the public and private sectors in the creation of an economic development roadmap to diversify and strengthen the regional economy.
