EDA announced 24 investments from June 29-July 12, 2023, totaling $20,877,136, which is matched by $15,232,486 in local investments.  These investments include the following: (1) $8,368,111 in six Economic Adjustment Assistance projects to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base, which includes four projects for $6,070,710 that will help create 903 jobs, save 86 jobs, and leverage $6,000,000 in private investments; (2) $10,607,225 in five Public Works projects to help communities revitalize, expand, and upgrade their physical infrastructure that will help create 3,031 jobs, save 256 jobs, and leverage $799,595,000 in private investments; (3) $1,326,800 in nine Technical Assistance University Center projects to make the varied and vast resources of universities available to the economic development practitioner community; and (4) $575,000 in four Partnership Planning projects to support the development and implementation of the Comprehensive Economic Development Strategy process.

  • $8,368,111 in six Economic Adjustment Assistance projects, matched by $4,383,561 in local investments, as follows:
    • $2,147,401, matched by $536,851 in local investment, to the Greater Nashville Regional Council, Nashville/Davidson County, Tennessee, to support the establishment of a revolving loan fund (RLF) to serve small businesses in thirteen counties throughout Northern Middle Tennessee.  The RLF will support businesses facing obstacles to obtaining traditional SBA and bank financing to help them grow and create new jobs and economic opportunities.  Once established, the RLF will spur private investment, bolster job creation, and strengthen the regional economy.
    • $2,000,000 in Assistance to Coal Communities, matched by $500,000 in local investment, to the Adams County Regional Water District, West Union/Adams County (Project: Winchester/Adams County), Ohio, to support the construction of water infrastructure upgrades to serve the Winchester Industrial Park in Adams County, Ohio.  The project will provide a 350,000-gallon water tank and water line that will provide critical additional capacity needed for industrial businesses to expand, spurring new businesses growth on 55 acres at the park.  Once completed, the project will help stabilize and increase the working population and boost resiliency of the local economy, which will support job retention, create new opportunities, and attract private investment in a region impacted by the downturn in the coal industry.  The grantee estimates that this investment will help create 150 jobs, save 84 jobs, and leverage $6,000,000 in private investment.
    • $1,989,210 in Assistance to Coal Communities, matched by $1,989,210 in local investment, to the Pennsylvania College of Technology, Williamsport/Lycoming County, Pennsylvania, to support the renovation of the Building Technology Center and construction of the Clean Energy Center House to support workforce development in Williamsport.  The project will support the college’s ability to develop and train skilled workers to increase capacity to develop workers that can compete for standard skilled labor positions and new emerging skills positions, including those supporting the region’s strong eco-manufacturing sector.  Once completed, the project will help guide the region towards creating opportunities for high-wage jobs and increasing access to higher education throughout the region.  The grantee estimates that this investment will help create 434 jobs and save 2 jobs.
    • $1,381,500 in Assistance to Coal Communities, matched by $507,500 in local investment, to Carbon County, Price/Carbon County, Utah, to support the building of an aircraft maintenance technician campus training facility and hangar in Carbon County.  The county is partnering with Utah State University Eastern to address the local and regional workforce training needs in the region by establishing the Aviation Campus Workforce Development program, which will support the transition of displaced coal workers into other high-paying occupations that will further serve regional growth.  Graduates of the training program will not only be qualified for well-paying career options in aviation maintenance, but also will be able to pursue careers in alternative energy development, automotive mechanical work, and other industries.  Once completed, the project will help create new opportunities and attract private investment to an area that has been impacted by the decline in the coal industry.  The grantee estimates that this investment will help create 75 jobs.
    • $700,000, matched by $700,000 in local investment, to the Iowa Central Community College, Fort Dodge/Webster County (Storm Lake/Buena Visa County), Iowa, to support the Iowa Central Community College’s Storm Lake Regional Center with purchasing equipment for workforce development programs such as advanced manufacturing and electrical technologies in Fort Dodge.  The project will expand workforce needs, reduce unemployment rates, and fill quality jobs across many occupational fields in the area.  Once completed, Iowa Central will have transformed economic growth, reduced poverty, and helped local employers grow their businesses throughout the region.  The grantee estimates that this investment will help create 244 jobs.
    • $150,000, matched by $150,000 in local investment, to Fresno County, Fresno/Fresno County, California, to support the update and continued implementation of a countywide comprehensive economic development strategy (CEDS) in Fresno County.  A new strategy will help guide county and partner cities officials, community stakeholders, private industry, and public investment toward building a resilient economy that is inclusive and equitable. The CEDS will position the county and its partner cities with developing key local projects related to urban planning, downtown revitalization, business retention, workforce development, broadband expansion, and economic diversification. The CEDS process is designed to bring together the public and private sectors in the creation of an economic development roadmap to diversify and strengthen the regional economy, and the updated CEDS will allow the region to expand economic opportunity and create high-wage jobs for its residents.
  • $10,607,225 in five Public Works projects, matched by $9,107,125 in local investments, as follows:
    • $3,000,000, matched by $3,830,000 in local investment, to the New River Regional Water Authority, Austinville/Wythe County, Virginia, to support the construction of water infrastructure improvements needed to enhance local business growth and job creation in Wythe County.  The project will include new installations such as dual vertical pumps, mechanical sludge collectors, new water pump, and a new filter.  Once completed, the project will help expand the existing water treatment facility to boost its capacity to support a new rubber products manufacturing plant and other business needs throughout the region.  The grantee estimates that this investment will help create 2,464 jobs and leverage $715,000,000 in private investment.
    • $3,000,000, matched by $3,000,000 in local investment, to the City of Vineland/Landis Sewer Authority, Vineland/Cumberland County, New Jersey, to support the construction of infrastructure improvements to create an industrial park consisting of several 10-acre industrial lots in Cumberland County.  The project includes site work, installation of water, sewer, and storm sewer, electric, and construction of roads, to serve 69 acres of industrial land.  Once completed, the project will build the foundation for future growth, which will bolster job creation, spur private investment, and advance economic resiliency throughout the region.  The grantees estimate that this investment will help create 135 jobs, save 100 jobs, and leverage $83,000,000 in private investment.
    • $1,700,425, matched by $1,700,425 in local investment, to the Town of Oxford/Benton County, Oxford/Benton County, Indiana, to support the Town of Oxford with making water infrastructure upgrades to support manufacturing in Benton County.  The project will increase capacity and reliability of water service to meet the increased needs of a local pharmaceutical manufacturer.  Once completed, the project will help strengthen the local economy, save jobs throughout the region, and lead to long-term economic growth.  The grantees estimate that this investment will help save 94 jobs.
    • $1,600,000, matched by $250,000 in local investment, to the Tunica Biloxi Tribe of Louisiana/Tunica Biloxi Economic Development Authority, Marksville/Avoyelles County (Project: Mansura/Avoyelles County), Louisiana, to support the construction of a multi-enterprise manufacturing facility that will support the growth of the region’s manufacturing sector in Avoyelles County. The project will support the design and construction of the Garan Building, an existing commercial site located in the city of Marksville, which will help foster business expansion to provide future revenue for the community.  Once completed, the project will aide in the creation of networking, connecting, and strengthening relationships amongst community partnerships, enhancing economic growth, providing competitive wages to all employees, and providing job opportunities throughout the region.  The grantees estimate that this investment will help create 110 jobs and leverage $1,400,000 in private investment.
    • $1,306,800, matched by $326,700 in local investment, to Niagara University, Niagara/Niagara County, New York, to support the renovation of a former church to be used as a workforce training center in Niagara County. The project work includes renovating the main and lower floors to create two academic classrooms, small meeting spaces, a computer/technology center, two faculty offices, and storage space.  Once completed, the improvements will provide an accessible facility to train workers and continue to decrease unemployment in the community, which will help bolster workforce development throughout the region.  The grantee estimates that this investment will help create 322 jobs, save 62 jobs, and leverage $195,000 in private investment.
