EDA announced 23 investments from March 24-30, 2023, totaling $6,890,000, which is matched by $5,947,900 in local investments.  These investments include the following: (1) $3,000,000 in three Economic Adjustment Assistance projects to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base that will help create 385 jobs, save 233 jobs, and leverage $9,000,000 in private investments; (2) $60,000 in one Local Technical Assistance project to strengthen the capacity of local or state organizations and institutions to undertake and promote effective economic development programs; and (3) $3,830,000 in 19 Partnership Planning projects to support the development and implementation of the Comprehensive Economic Development Strategy process.

  • $3,000,000 in three Economic Adjustment Assistance projects, matched by $3,092,900 in local investments, as follows:
    • $1,500,000 in Assistance to Coal Communities, matched by $1,592,900 in local investment, to the Greenville Water Commission/Town of Greeneville, Greeneville/Greene County, Tennessee, to support the Greeneville Water and Light Commission of the Town of Greeneville d/b/a Greeneville Water Commission with making sewer infrastructure improvements to the Holley Creek Basin within the Town to serve Parkway Products in Greene County.  The project will provide for future growth in industry for Greeneville and help offset job losses due to coal transportation reductions on a nearby CSX rail yard.  Once completed, the project will serve as a catalyst for economic development, stimulate the local economy, save jobs, and help create new job opportunities throughout the region. The grantees estimate that this investment will help create 105 jobs, save 119 jobs, and leverage $3,600,000 in private investment.
    • $1,000,000 in Assistance to Coal Communities, matched by $1,000,000 in local investment, to the Valley Economic Development Partners, Inc., Youngstown/Trumbull County, Ohio, to support the capitalization of a Revolving Loan Fund (RLF) to serve Trumbull and Mahoning Counties in Northeast Ohio.  The project will help alleviate sudden and severe economic dislocation caused by the closures of coal-fired power plants, which exacerbated long-term economic distress in the region.  The RLF will provide access to capital to help small businesses and entrepreneurs recover, which will promote job creation and retention, attract private investment, and bolster economic resiliency throughout the region.  The grantee estimates that this investment will help create 30 jobs, save 14 jobs, and leverage $4,400,000 in private investment.
    • $500,000 in Assistance to Coal Communities, matched by $500,000 in local investment, to the Ivy Tech Community College, Indianapolis/Marion County, Indiana, to support the establishment of the Center of Excellence in Advanced Manufacturing to service counties in North Central Indiana.  The region’s chronic economic distress was exacerbated by two coal-fired power plant closures in the recent past, and unemployed coal-plant workers need retraining in the region’s growing advanced manufacturing sector.  The project will provide autonomous robots and other equipment needed to help the Center prepare trainees for in-demand positions at regional manufacturing firms.  Once completed, the project will help promote new business creations, generate, and retain jobs, attract private investment, and advance economic resiliency to an area that has been impacted by the decline in the coal industry.  The grantee estimates that this investment will help create 250 jobs, save 100 jobs, and leverage $1,000,000 in private investment.
  • $60,000 in one Local Technical Assistance project, matched by $60,000 in local investment, to the East Central Indiana Regional Planning District, Inc., Muncie/Delaware County, Indiana, to support the update and implementation of a comprehensive economic development strategy (CEDS) for the region served by the East Central Indiana Regional Planning District, which comprises the counties of Blackford, Delaware, Grant, and Jay.  The CEDS process is designed to bring together the public and private sectors in the creation of an economic development roadmap to diversify and strengthen the regional economy.
