EDA-Supported Disaster Recovery Tools
- EDA’s Disaster Recovery Brochure (PDF)
- Leadership in Times of Crisis toolkit published by the International Economic Development Council (IEDC) with support from the EDA in 2015; updated in August 2022. The toolkit provides information for convening private and public stakeholders to identify economic recovery strategies, tips on navigating federal disaster response and recovery resources, and implementation of recovery initiatives with links to recovery information.
- National Economic Resilience Data Explorer (NERDE), Argonne National Laboratory in partnership with EDA. The NERDE helps people with local economic recovery and resilience analysis, including economic distress criteria and the existence and emergence of industry clusters. The NERDE links to ClimRR climate projects via the “Risk and Resilience” tab.
- Economic Development Recovery & Resiliency Playbook, California Association for Local Economic Development, in partnership with EDA (2022) (PDF)
Data, Tools, and Resources
- National Resilience Guidance, FEMA, September 2024. Promotes a common understanding of resilience and provides an actionable approach to resilience planning and implementation. EDA served on the working group for the guidance.
- Comprehensive Economic Development Strategy CEDS and Hazard Mitigation Plan Alignment Guide (PDF), EDA/FEMA, September 2022 - This guide explains how and why aligning these two plans can help communities to effectively link strategic priorities, leverage funding and invest in projects and activities that reduce risks and enhance local and regional resilience.
- Resilience Workshop Planning Guide, March 2024, The National Association of Development Organizations (NADO) put together this guide to assist Regional Development Organizations (RDOs) and Economic Development Districts (EDDs) to plan, coordinate and implement resilience workshops. This resource walks readers through the steps of organizing workshops and features tips for creating regional convenings including ensuring effective project implementation post workshop.
- EDA Stats America: Data and analysis tools to support regional competitiveness in a knowledge-based economy is a set of tools and reports that focus on innovation capacity, resilience, equity and distress. Developed by the Indiana Business Research Center (IBRC) in the Indiana University Kelley School of Business, developed in partnership with EDA.
- How to Prepare for Natural Disasters: A Pre-Disaster Toolkit for Small- to Medium-Size Communities Provided by EPA Urban Waters Learning Network (October 2019) to help small- to medium-size communities jump-start their natural disaster planning processes. A one-stop shop for tools and resources to help with planning for hurricanes, floods and other natural disasters.
- Community Resilience Economic Decision Support Guide (EDG), National Institute of Standards and Technology (NIST) provides an economic methodology for evaluating investment decisions aimed at improving the ability of communities to adapt to, withstand, and quickly recover from disruptive events. The EDG frames the economic decision process by identifying and comparing the present and future streams of costs and benefits of resilience investments to the status-quo.
- Regional Resilience Toolkit: 5 Steps to Build Large Scale Resilience to Natural Disasters, USEPA, FEMA, Association of Bay Area Governments, July 2019, Co-developed by EPA and FEMA to promote an inclusive, coordinated approach to disaster planning. Designed to help multiple jurisdictions and levels of government, as well as non-governmental partners and community organizations, collaborate on regional actions.
